Two Harmony ecosystem talent-evaluation standards (T/GIIC 1003-2026 for HarmonyOS app developers, T/GIIC 1004-2026 for OpenHarmony device-development instructors) were released 2026-08-28 and took effect 2026-09-10, drafted by ten organisations and 26 experts under the GIIC Harmony Ecosystem Promotion Committee’s talent-development group — one of them a Shenzhen municipal standard-innovation pilot. Read together with the openEuler 2026-09 operations report (643 security advisories in one month, 94 vulnerabilities, 2,854 compatibility assessments, 2,199 corporate members) and Guangzhou’s June 2026 Harmony Smart City action plan, they form the credential layer that the six-city adoption-instrument matrix documented in this morning’s briefing had left empty.
