First, CCTV Finance’s national-level educational program (中国经济大讲堂, September 6, 2026) — China’s first state-media codification of an open-source-as-national-economy strategy, broadcasting to a general audience a three-axis framework (open source as road-building rather than city-building; open source as changing-the-road-and-outrunning rather than ceding position; open source as not-simplistic-borrowing rather than free-take — with an explicit disclaimer that ‘open ≠ free’ and ‘open ≠ ceding core competitiveness’), alongside documented scale figures (DeepSeek R1 MIT license driving retraining/redistribution; OpenHarmony’s 600+ ecosystem partners; openEuler’s ten-million-unit install base displacing foreign closed-source systems; Chinese open-source models’ global downloads surpassing 100 billion; Hugging Face’s 41% Chinese-model share — the largest share on the platform; the OpenAtom Foundation’s Humanoid Robot open-source community co-built by hundreds of industrial-chain units). Second, and independently, a private-equity control structure — Jiashu Investment (嘉树投资) — has now become the chairman of both Tongxin Software (统信软件, UOS) and FangDe (中科方德), two of the top three desktop OS vendors in the Chinese market, in a single move that follows Fangde’s August 27 capital injection (Jiashu: 0 → 12.01%) and September 2 old-share acquisition (12.01% → 30.51%). Together, the two events document a structurally new institutional layer on the operating-system layer that the prior nine briefings did not yet observe: state-media ideological codification at one end and private-equity chairman-consolidation at the other, both operating within the same China Center for Information Security certification-access regime that governs the desktop-OS market.”
